The wall that's being put in is "over" the staircase on one side. Putting up the sheetrock in the room won't be a problem, but what is the best way to hang the sheetrock on the stair side without having to try to manipulate a ladder over the stairs?

You will have to place a ladder on the floor at bottom of stairs.
Then use a 12" plank, placed on a ladder step and one of the stair steps where the plank is as level as it can be.

You should be able to stand on the plank, even if it is a bit out of level. The plank should hold two people if necessary, but with the reduced lumber size these days, you could use two planks for more support.

As a kid, my dad used to hang wallpaper and this was his method.

k a friend told me he makes a T from wood, 2 actually,, u lay the sheet rock across the T and lift the wood up, must have another there to screw it in of course
