Each government department has contract web developers and tech support working for them who are responsible for development and upkeep of their own department's website. Government websites are not developed centrally, which leads to alot of inconsistency from site to site. For example, the Environment website www.environ.ie is one I find really difficult to navigate and badly laid out, whereas www.dcmnr.ie is quite good. I think you can actually contact the Department and speak to someone in IT if you feel there is alot wrong with the website. Let them know how to make it better. Whether they'll take it on board or not is another matter!

E-government was a big thing about 5 years ago here in Ireland, since then most of the websites have been left to rot basically (if website rot)

Is there something at the bottom of each page that tells you who designed it?

More likely they just employ someone to do it directly, government employees seem to do shag-all anyway, just enjoy the perks of the job while scraping by with doing the minimum of work.
