Find yourself a good voice teacher. By good, I mean someone who understands how to build real singing technique. I studied under an opera pro. (even though I sing blues)
Start by contacting the music departments of your local colleges/universities. You can usually find a professor who gives private lessons. There are a lot of hacks advertising themselves as voice coaches. There's also a lot of "wisdom" out there. Don't settle for bad instruction, and don't fall prey to negative advice. Almost anyone can sing if they are helped to unlock their voice.

hey there i think that singing as much as possible is the best way to improve, remember because we are all different we all sound different but thats good
listen to as much music as possible ( this is really important because it helps you figure out your range while also helping develop your style )
have as much fun as possible with your singing because people always sound better when they are enjoying themselves
finally even if you suck big time dont listen to people who tell you that you are anthing other then fantastic because you are singing for you and it doesnt matter what anyone else thinks
cant wait to hear the first album

Practise regularly, get lessons, do karaoke, and/or join a band or choir or busk.

smoke alot ofciggerettes and drink whisky straight,then sing along to jim morrison,thats what i do
