Hobbesjohnson, is right, some people are born with perfect pitch in hearing and vocalizing music! I know this for a fact, because I am the perfect example of somebody that wasn't! I didn't know this 'till later in life! But my love for music led me into playing guitar and bass, and then learning to sing! Although it was a struggle to accomplish this, it didn't stop me, I just kept right on trying and learning! Eventually after playing guitar for 40yrs and singing lead in bands, for 30yrs, I have turned out to be a real good guitar player, and the lead singer of my own bands for the last 20yrs! I developed a strong singing voice, and a lot of people say they like my voice, when I perform at dances and concerts! So even if you are not born with a singing voice, it's not an impossibility! There are a lot of popular performers nowadays that are not good singers!

What do you mean by singing skills? You might want to separate your vocal abilites from your musical ones in this case. Yes, anyone can develop their voice, the best way to doing this is fiding a teacher. Of course, you can improve by yourself also, just start singing and somethings bound to happen. However, if you cannot carry a tune the question is more tricky. It doesn't always mean that your amusical, it may be that you cannot control your voice naturally. I've heard that the ear can also developed to a certain extent, but in this case also consulting a professional couldn't hurt.

Singing SKILLS can absolutely be learned, and your voice can be trained to be strong. But things like pitch and an ear for music cannot be taught...you're either born with it, or you're not. If you think you can carry a tune, then look into taking some lessons. Good luck!
