If you were to grab the fellow next to you with your hand, he's being restrained. However, the act of restraining that person also restrains you, as you can't do anything else with that hand.
Keeping someone in slavery requires effort as well. Whatever prison you hold them in will need constant maintenance and attention.
Even the partial slavery of a system of taxation requires effort to operate.
Lincoln was only talking about deserving, but Liberty is only available to the same extent one grants it to others.

It means that the government (which is supposed to serve the people) should be in charge of the money, instead of a private bank (The Federal Reserve, which is not part of the government). Because there is too much of a chance of the banks taking control of the country by cycles inflation and deflation, allowing them to buy up major corporations and all the other banks and work their corporate pressures on the government and basically enslave the people. That's exactly what has happened which is why your country is headed into depression :)

If you want to live in a country that allows freedom to individuals you have to give it to all individuals- women, men, black, white, etc. If you start taking away someone's freedoms you cannot control where it will stop and someday it could be your freedom that is taken away.
