my gf's birth certificate has her grandparents listed as her birth parents, but they definitely aren't her biological parents. They adopted her when she was five and raised her. How and why are they named as her parents? Is this legal?

Yes, it's legal. When a person is adopted, their birth certificate is amended to remove their biological parents and add their legal, adoptive parents. The biological parents no longer have any legal ties to the child (because their parental rights were terminated).

Yes, its very legal. I knew someone that was put on her friend's kid's birth certificate just because the father of the baby took off. And she is a woman. there are 2 listed fathers & one mother on the certificate. One biological father and one not. To each his/her own.

Er, no.

The way this usually happens is when a woman who is married has a child by another man and puts the husband's name on the birth certificate. And that, by the way, IS legal, since he, as the husband in a patriarchal institution (marriage) has rights to whatever children she bears.

But a birth certificate is supposed to have the birth parents' names on it.

Anyone who is willing to sign the birth certificate can sign it. I think more than anything, it's showing who is claiming responsibility.
