This is very very common...just a natural intinct to protect a delicate area. One of the first things our dog trainer told us was that it is very important for your dog to comfortably allow you to touch him all over. He told us the place most people have problems with were their dog's feet. This is can be a real safety concern; for example, if your dog gets a piece of glass in his foot and you need to remove it. It also makes clipping nails more comfortable for both you and your pet.
The trainer told us to frequently touch the bottoms of our dog's feet and he would get used to it...and he did! While petting him, we tickle the fur between his pads, run our fingers over the bottoms of his feet, and massage his feet. Trimming his nails and removing burrs from the fur on his feet pose no problem at all now.

Many times a animal is sensative about touching certain parts of their body - be it ears, tail, paws, etc.
This is a result of the breeder and/or the owner not touching the dog ALL OVER IT'S BODY.
Both of my German Shepherds are sensative about having their paws picked up. They do the exact same thing -try to draw their paw back to their body.
Next time I get a puppy I am going to MAKE SURE that I can touch it ALL OVER - INCLUDING THE PAWS so that they don't react that way.
When I have to look at my dogs paws, I praise them for allowing me to touch their paw and I generally don't handle their paw very long.

I can't wait to see the answers to this question, because my border collie does the same thing! I got her as an adult dog from a rescue, so maybe she just wasn't used to anyone touching her paws. My other dog was handled all over by the breeder, every day from birth, so he was never skittish about being touched anywhere.
The border collie also won't let anyone touch her tail ... go figure.

I promise I'm not stoned Alicia, but forgive me if this goes astray with you anyway. Could it be possible that your dog had a passed life experience as a crippled being. If I where God, granting a cripple another life on earth, I would definitely send them back with four good legs and to an owner like you who's so curious as to why the the concealment occurs. God Dog-git, I think you answered your very own question in your opening line. She has human like phobias. Some girls just aren't into the whole foot fetish thing. Word?!?

Not weird, it's very common, it seems to almost be a phobia with some dogs.
Take it from someone who's seen lots of dog paws, some dogs really object to being handled.
I can give you suggestions to make it easier if you want.
