Bangkok, and only because I have been to practically all points in the Philippines. bangkok serves as the base for exploring more of Thailand.
Just comparing the 2 cities, they are alike in so many ways. Thus, I do not have a real choice if I were to choose just between the 2 cities.

Bangkok easily. There's just so much more to see and do for every taste and fancy.
Manila.. er.. well Intramuros & Old Manila are nice..

The best answer would be manila, first of all, english is widely spoken all through out manila. you would enjoy choosing from hundreds of varieties of restaurants, hotels, resorts, casinos, clubs, malls from cheap ones to expensive ones. the food is great, and the biggest mall in asia is right in the heart of manila. also, we have the best good-looking girls in asia. and if your bringing in your dollars, its best to shop in manila because your dollar is in for a treat in manila. the rate ranges from 44-46 pesos for a dollar. watch out for thefts and malicious cab drivers though...
