That's up to the individual rental car companies, but I think almost all require you to be 21.

the rental companies are just worried about insurance issues because insurance is more expensive for drivers that are under 21 and israel is a country that has many road accidents. have your parents (or some other older person) rent the car for you if possible and then use it.. thats your only option!

No major rental company is going to rent to you if your under 21.

Though I am sure some small ones that rent cheep older cars do. Your going to have to call around to find them though.
