All over the world. Most countries have Falconers and Falconry clubs. Many have different laws. It is very popular in Europe, UK, USA, Arabia and China. I think Australia is the only place where hunting with raptors is banned, seen as cruel aparently, This coming from people who ride around on flatbed trucks at midnight blowing the heads off kangaroos with rifles.

Yes. One common use is discouraging birds from airfields. When I worked for the Royal Aircraft Establishment out "Bird Man" had at least half a dozen hawks of various types, all bigger varieties. In Britain you'll often see them at country shows too. One of my friends had a European Eagle Owl and another had a Harris Hawk. So it's common in the country community.
Very popular in the middle east too.
A quick search on Google reveals falconry schools and mail order suppliers here in the US too.
