One of my friends have forgotten their password for their user on a newer version of Microsoft OS.?

I need to know how to create a new account on a newer Microsoft OS without having a user I can access, How can I do this?

1. Try restarting in Safe Mode, by pressing F8 at start-up (you will have to be fast). Then, log in as Administrator.

2. Download the Ultimate Boot CD. It has a utility for removing the passwords from Windows accounts.
