Sure, you can order all the parts you need to build one. Legally.
You will need a licensed dealer to do the legal transfer on the receiver.....but you can still order it yourself and have it shipped to him.
You can also make your own receiver, providing you are a good machinist and have access to a machine shop. Legally.
Making one for sale, not legal unless you are licensed to do so. Making one fiull auto, same thing.
I think you will want to do a lot of research first.....I would up getting a high quality MAK 90 and then building my perfect rifle from there, adding NATO length stock set, custom trigger, custom muzzle brake, custom fitted mags, etc.
If you want to know more about building your own receiver, read this excellent 5 part article. I did, and that's what led me to decide to customize an already good AK....

Assuming you don't have a Class III license, and you're looking for semi-automatic...
The receiver, as the soul of the firearm, will be the most difficult thing to come by. These come in a couple of varieties of build, as well. First and highest quality are the milled receivers. These last longer and don't bend under stress. Second are the stamped receivers. These will wear out with time, and they will show stress/cracking/twisting, over time. Know what you're getting into in building your own weapon. This is not as simple a process as sites with loads of "AK parts kits" to get rid of would like to tell you. And you still need to come up with that receiver. If you're really into it for the hoby sake, go for it, and try to find the receiver at a gun show or something, as this will be the simplest means for attaining said part. But if you really just want the gun for a little less, shop around. You'll spend less time and energy finding a well-priced AK that's in one piece, and for not that much more than putting one together yourself.

I have built some. The parts are cheap, but the tools are not.
You can get a romanian kit, compliance parts and a flat for around $170-180.
A bending jig= $150, a cheap shop press is around $120, a spot welder (for the rails) is $200, a drill press is handy - plan on another $150, you will need some punches and cobalt drill bits - another $30-40, need a MAPP torch for heat treating $30-40, A rivet tool made into a bolt cutters will run about $25, a dremel tool is almost mandatory $40, then you will need various riveting jigs and basic handtools.
For tools plan on another $800-900 for all the tools needed, unless you already have them laying around. It becomes expensive and isn't worth it unless you plan on building a lot of them. Don't plan on selling a home built gun either, without proper licensing you can only make them for personal use.

You can buy parts kits to build AK, AR, etc. from a number of sources. Most of them will not include the receiver. That is the part controlled by the ATF and the part that requires a Federal Firearms License to get.
You can order a receiver from a licensed dealer and have it shipped to your dealer. The process is the same as buying a complete gun.
You can pretty much ignore the first two posters. The Semi Auto AK-47 is not illegal to own, unless you live in one of the States that is bent on stripping you of your constitutional freedoms. The gun is no more dangerous to own than any other gun. It's certainly safer then Ted Kennedy's car.

The first thing you need is the serial numbered part - the lower receiver - and this you can not buy in a kit online. You need to purchase it from a gun dealer. Unless you have the $300 in special tools and 10 years experience building rifles - this is a bad idea. Build this with standard tools from your garage and you'll blow parts of your body off - left hand, right thumb, nose, and right eye are the most common. Best to buy a fully assembled and inspected rifle. Hope this helps.

To buy ALL the parts required to build an AK-47, you must already own a Class 3 full-auto AK. Without the paperwork from this weapon, you CANNOT purchase the selector or full-auto sear needed to make an AK clone into a full-auto version.
The parts kits mentioned in other postings contain all the components except these, and the receiver frame, as mentioned. With these, one can only build a semi-auto version, AND you must receive BATFE clearance to do THAT, BEFORE assembling the weapon!
It is against U.S. law to buy parts and build new firearms without following these procedures, full-auto, or not.

You can purchase AK-47 parts "kits" that have everything you need but the RECEIVER which is the most important part. The receivers are numbered (serial numbers) and can only be purchased thru a licensed FFL Dealer, subject to any local,state of federal laws and restrictions. You must be old enough to purchase them legally in all states.

If your time is worth nothing and you have nothing else to do you could buy all the parts and put one together and register a number and all that; or for a lower price you could just buy a nice new Romanian model and go have some fun. I have a friend who build a car from a kit once; once.

Why not just go buy a whole one to start with? A whole one will be about 1/4 of the price of building one from parts.
I am a bit suspicious as to why you would want to do this. Maybe to have a gun with "no name"? Thank god you'll have a hell of time finding a receiver with "no name".

You're technically right on that about the permission....well half right, anyway.
Under US law, you can legally make for yourself ANY weapon that isn't illegal on its own and as long as you don't do it for profit/sales, you're pefectly legal. In other words, I can buy a hundred AK parts kits and assemble them into rifles for myself without any paperwork or permission of any kind (except the receiver transfer if I buy that part from a delaer). It's only when you manufacture one and SELL it that you become a manufacturer of firearms and have to pay the taxes and do the forms.
As to parts to assemble a (semi-auto) AK, yes, you can. You can even buy receiver "flats" that you can bend and weld yourself if you want to avoid the dealer transfer of a prepared receiver. You can make a hundred of them FOR YOURSELF legally, but if you plan to sell one, you have to pay the BATF tax and do the paperwork.
