You probably:

A. Didn't wear a high enough SPF (30 is generally recommended)
B. Didn't apply it often enough. Depending on your skin type, and ESPECIALLY when in the water, you need to reapply every hour.

You have to reapply, and it has to have enough SPF for it to actually do anything.

Keep your burn moisturized- lotion up all the time with some fragrance free lotion that contains aloe. If it hurts really really bad, you can use some spray that numbs the area like Dermaplast before you apply lotion. By keeping your skin moisturized, you'll help the burn heal faster, and you'll hurt less.

yeah but if it got wet it washed off.
go buy this stuff at any drugstore called Solacaine:

it's aloe based burn relief spray. you spray it on and it numbs the skin a little bit. my worst issue with sunburn is the itch!
this spray stops the itch and gets rid of the burn within a couple days.

you're suppose to reapply sunblock every 60 minutes, even if it says waterproof or sweat proof because it does eventually come off. use some green aloe vera, it'll make all the peely uneven skin go away

it might not have been a high enough SPF or if you got wet even if it said it was water proof it might have washed off

you probably did not use spf 45, also bullfrogs sunscreen stays well even afte you get wet

how high was the spf and was it waterproof?

it has to be at least 15. and you have to remember to reapply.
