Some poeple say 18 but some other people say 16??

I even saw a girl who lives in the same city as me that posted a picture with a new lip piercing and someone commented it saying "so does this mean you're 16 now?"

The legal age in every state to get anything you want on your own and tattoos no matter what in most states is 18. Her parents might have gotten it done for her as a 16th birthday present. They have to have consented for it to be done legally. Never get anything done illegally and don't even think about getting a piercing of any kind beyond lobes done at Claires. Only go to professional piercers for everything else.

I just saw a sign on the local tattoo shop - and I think they do piercings too, but they usually have the same age requirements - that had a sign in the window stating you had to be 18 by law. I'm in IL.

18 in Illinois. Probably the same all over as you are still a minor when you are under 18. Under 18 would require a parent's or guardian's signature.

18 is the normal age in most states.
And that sixteen comment could have meant that the persons parents allowed them to get it at sixteen.

that is an easy one, call a tattoo/piercing shop and ask!
