They have no right to do that at all. If you worked in the same dept. I could understand, because if both of you left it might be understaffed... but you don't! Ignore whoever said this, they are insane. If they press the issue you should report it, they will get in trouble.

It depends. They can put some stipulations on lunch if you're paid for it. If you're not paid for it then they can't tell you anything because it's your free time. They can tell you not to come back to work smelling of smoke or something like that, but the questions of where to go and who to see are off limits to them. Just be sure you stay within the allotted time for lunch or they can use that to make it difficult for you.

Do you include other staff members? Do you invite other staff members to lunch with both of you? Its exclusion at your employment when you only dine with one other. It may be that someone in one of your departments has complained about your 'friendship' at work. Keep things professional at work and see your friend in your own time.

An employer can tell you when, but not with whom, you can have your lunch break.

If there are variable lunch times at your place of employment, they could assign both of you different lunh times which would keep the two of you from dining together.

They have no right to dictate with whom you enjoy lunch. What next? Telling you where you can live, or for whom you vote?

The sound like total control freaks and ignorant of labour codes.

No, they have no rights to dictate who you should have lunch with. Although, is there more to this story than what you're relating?
