You didn't say why she said no. Is your dad into drugs or other illegal activities? Is she just trying to yank his chain? Does your dad have legal visitation rights??
Without more information it's hard to make any kind of judgment.

It depends on the state you live in. In my state, North Carolina, at the age of 13 a child can decide which parent to live with and visit, etc. But remember, your mom may have very good reasons for feeling the way she does. She knows your father as a person better than you do. She has seen the good, the bad, and the ugly. Don't go behind your mom's back. It will only cause hurt feelings. Try to reach a middle ground you both can live with, for instance, maybe you could talk to your father by phone or by mail for awhile, or until he can gain enough trust with your mom to visit. Building or rebuilding a relationship with a parent is a long process, it doesn't happen overnight. Take it slowly, and be honest and open about your feelings to each other. And let your mom know you won't sneak behind her back. Help her build trust in you so that she might at some point rebuild trust in your dad, so that the two of you can have some sort of relationship. Good luck, dear.

It depends on the state. In Illinois, all you have to do is call the police and they will intervene on your father's side, will drive drive you to your father, and arrest your mother if necessary. But that is Illinois

Well it depends on the situation. Do you know your dad? Or are you wantin to meet him for the first time. Is it because she is mad at him due to a messy marriage and divorce? Or is it that she knows your dad may not be the best influence?

your still a child. yes, she can stop you, but a judge can ask you what you want to do. you are old enough to tell them who you want to see, as long as that person is not unfit.
