You can only change the color of your lips permanently by having them tattooed. Most people prefer rose color lips to light pink. Think about it.

Go to a tattoo parlor and check out permanent makeup for your lips.
Edit: You can try "lip stain" which last at around 10+ hours depending on the amount you wear, how dark the color and the brand.

you cant get them permanently done unless its a tattoo.
use lip gloss its your only choice
but honey if youre 13 then you shouldnt be worrying about what color your lips are, why not worry about other things?

they have a tendancy to darken as you get older, use a sunscreen when you are outside to help prevent this
