I know that when the Air Force switched over, we went to mass appointments. They had a bunch of people there issuing the new cards. I don't know about the other services. For us, when ever we go to the ID card folks, we get a CAC. They don't issue the old ones anymore.

It's branch specific, in the Air Force you go to the Military Personell Flight, If your not AF, I don't know. It's quite odd a person in the military not knowing this. it's one of the first things you learn, do some push-ups then go to the ______ to get your CAC.
