Cake flour is 100% soft wheat while all=purpose is a blend of soft wheat berries and hard wheat berries to give each package about the same amount of gluten.
Single-acting baking powder produces all of its bubbles when it gets wet.
Double-acting baking powder produces bubbles again when it gets hot.

Cake flour has the least gluten for soft, light baking like cakes and pastries.
All Purpose has more gluten and is acceptable for all purposes but not quite as good as using cake flour or bread flour when they are more appropriate. Best for cookies, gravys, rouxs, etc
Bread flour has the most gluten and is mostly used for yeast breads. It helps them hold their shape and volume better, especially in a bread machine.

Cake flour is presifted so it requires no sifting prior to use (sift your regular flour to remove any and all lumps then measure into a cup without packing) Double acting baking powder is the kind you buy in the store - single acting is the kind you make at home with baking soda and cream of tarter.

Cake flour is the regular all purpose flour that you get in the supermarket. SOme people call it cake flour because you use mainly for cakes. As for the double acting baking powdre, just make sure you get a good quality one and be done with it.

cake flour is NOT sweeter than regular flour. The only difference is cake flour is a little finer than all purpose flour. in fact, consider it the exact same thing as regular all pupose flour that has been pre-sifted.
