Getting rid of the fleas in the house...get a clear baking dish- about a dollar at a thrift store, and set a light over it, so that it will shine into the water, about 2 inches above it. One that has a bendy neck will work good. Put about 1 inch of water in the dish, and a good squirt of dish soap. Set the dish in different areas of your home at night. Turn off the rest of the lights in that area, making it as dark as you can. The light over the dish will attract the fleas and when they jump at it, end up in the soapy water-dead. Move it from place to place til you see no more fleas. Can take a week to ten days if you are diligent about it.
Online flea products like Frontline are cheaper than at the vet, and are the same thing. You don't need a prescritption, just know how much your cat weighs. I pay about $7 plus shipping, about a dollar.
Much better than fleas.
And use a comb for fleas- the ones for lice are better than flea combs. Have a container of water with a bit of dish soap in it, to stick the comb into, and get the fleas off in there. They will die, and you can flush it down the toilet.

You really should spend about $15 to get a flea treatment from the vet. That's the only thing to do for your cat.
As for your home, you can spend a few more dollars on a can of Borax. First vacuum very thoroughly. Then remove the cat and any food items from the room and sprinkle it on the carpets, paying close attention to baseboards and any cracks or crevices. Put a mask on and sweep/brush it into the carpet. Brush it in thoroughly. Air out the room and leave the cats out of it for a few hours.
Repeat this for each room in your home, being sure to keep your mask on and your cats away for a few hours.
Also launder any bedding or fabrics in hot water.
Buy a flea comb for your cat and give it a thorough combing several times a day. Have a bucket of soapy water handy to dunk the comb in. If any fleas are on it, they will drown in the water. Dry the comb off before combing your cat again - he doesn't need to get wet.
This will help to remove any active fleas from him, and the vacuuming will get rid of any dropped adults and larva. The borax powder will help to kill them as well.
Vacuum daily. Don't repeat the Borax application daily - I would do that perhaps once a month. Be sure to add some Borax to the vac. cleaner bag. If possible, remove the bag after each use and seal it up so that any fleas in the bag won't escape.

You really, truly CAN'T without spending money. Sorry.
Try to go to Wal Mart and see what they have in Bug Bombs. They do the whole house. I'm not sure how much they are, but try them.
As far as your money for food, are you buying GOOD food? Or are you spending on pre-packaged stuff? The reason I ask is you can get lots more meals from "real" food that you have to cook, than from pre-packaged food that you just throw in a pan. We have five in our family and spend $350 per month to feed all of us. Our meals are planned and we don't buy snacks, soda, etc. unless we have extra money. Then it's a treat! It take getting used to, but you can do it. And make meals that you can have lunch for the next day, or use the leftovers in another meal. Now you're thinking that we're all skinny, aren't you? LOL!! Three of us are overweight!! Go figure.

you can become homeless and get rid of you cat
if you already tried some remedies they might actually be working---but slowly. It usually takes a few cycles to get rid of all the fleas.
You can buy some cheap stuff and go without a few grocieries I assure you. I just went through the same thing.

Forget the collars, theyjust don't work.
Someone else asked about homeopathic remedies--apple cider vinegar. It's a repellant but won't get rid of the ones you've got in the house.
If you have a dehumidifier, get it plugged in, the flea eggs need humidity to hatch and dry air will kill the eggs.

you have to bomb the house and wash the cat reallllly good with flea shampoo to rid him of the fleas.
shouldn't cost more than $20 but you might have to bomb more than once if it's that bad

I think you are OUT OF LUCK!!!!!!!!! YOu need to get your cat on a vet approved flea product like Advantage. Contact your vet and good luck
