if you are sure your bf % around 13 then it would be safe to go on a clean bulk up to about 16-17%. bulking is all about keeping the body in a anabolic state by manipulating the endocrine system through the diet. the key is not only getting in sufficient calories and nutrients daily but in the proper ratios to maximize an increase in muscle mass while minimizing the increase in body fat. for most with average levels of body fat using macros of 40% protein, 40% carbs and 20% fats is sufficient. for those with higher metabolisms or a higher level of daily activity (competive athlete in season, etc.) then macros of 20% protein, 60% carbs and 20% fats can be used or anything between the two. you want to start counting calories if you aren't already. you need to increase your cals by 10% each week until weight gain occurs then take bi-weekly body fat measurement to dial in your diet after that.
