At my former workplace, it was one step down from business attire. No jacket required for women or men. Dress slacks, dress shoes, perhaps a button down shirt, or for women, a blouse that is designed not to be tucked in, was OK, but the rest of the business rules applied:modest, hair off the collar, no open-toes shoes, or slingbacks. jewelry an make-up at a minimum. Men either wore a jacket without a tie, or wore a shirt and tie with no jacket. It seemed that it was an either or rule, a jacket, or a tie, but not both gone.
In my new job, no jeans, no flip-flops or open sandals. Khakis are fine, and a dressy t-shirt would be OK[in other words, no athletic wear Tees, no sayings on the shirt.] A shirt or top fine.
It depends on your place of business, ask administration what they prefer, or go to human resources.

Actually it's what the particular business determines it to be and the environment you are working in. Commonly it would be khaki's and a shirt with collar for guys, no suits or sport coats and a casual pant and blouse for women. Jeans would not be acceptable nor crop tops or t-shirts with sayings and pictures or flip flops and sandals. The idea here is to still be appropriate to meet with business people without appearing to be ready to party.

For a man it is dress shirt and dress slacks, depending on what type of function, you may need a tie and dress shoes. No suit for business casual.
For women, it is a dress or shirt and blouse. No slacks, no short/short skirts. Nice shoes, no sandals.

No jeans, no tennis shoes, no t-shirts or sweatshirts.

Business casual usually consists of khaki pants and similar, a collared shirt, and dressy type shoes, closed toe.
