Definitely Chicago, make comparisons in all the important categories and Chicago is the better city:
Lower Cost of Living - Chicago
Safer City - Chicago
Transportation - Same
Friendliness - Chicago
Nightlife - New York
Weather - Same, but both are terrible
Job Opportunities - Same
Diversity - New York(not by much)
Education - New York
Natural Beauty(lakes, parks, etc.) - Chicago
Family Environment - Chicago
Culture/Museums - New York
Better Pizza - Definitely Chicago!
All in all Chicago is the better city, it basically offers the same attractions New York does, just at a lower cost, and less congestion. New York is a great city, with a lot of diversity, and many cultural attractions. But for living purposes, it just doesn't compare, New York is an old city, and a lot of housing/apartments show that age. You pay for location, not quality. Whereas Chicago, you pay for both, at a much lower cost. Chicago is much more family friendly as well, and jobs are plentiful.

Based on HDI (Human Development Index) Chicago would be a better place to live. Depending on your carrer or job it is likely that both cities offer the same education or job level your looking for. Chicago ranks first in North America and Guadalajara, Mex. 2nd, Miami 3rd and New York is 4th.

Chicago is very much like NYC minus 6 mllion people. If you want job opportunity then NYC is your city.

NYC is better. Chicago has two main seasons. Winter and road construction. Where i live (canton Pennsylvania) The road construction is terrible.

I think Chicago - Lake Michigan is so beautiful, and it hasn;t been attacked by terrorists who may strike again.
New York City is an experience but can't compare the Hudson River to lake Michigan
