The above post give some good points.
But if we are talking about impact, manny certainly beat everyone on that list. He pave the way for pinoy boxers to be recognized all over the world. Without manny we will still have champions but they will not be as significant as is today. Without manny guys like bautista, gorres and company would'nt be as popular is such a early careers. Plus he is considered the best in his division and a pound per pound world best.

So to me manny is the greatest pinoy boxer of all time.

Flash Elorde. He was one of the greatest junior-lightweights (superfeatherweight) ever. Elorde was a fundamentally sound fighter. He didn't have a powerful punch but had great ring craftsmanship that enabled him to outsmart his opponents. He held the junior-lightweight title for 7 years and defended against the best of his time, never backing down from anyone. He was also a very prolific fighter, fighting almost every month, which means he was always in great shape. Most of all, he was a first class human being. He was very generous with his wealth but not to the point of being gullible that's why he was able to retire with dignity. And unlike MP, Elorde was very very humble. He never gambled, never was a womanizer and never had that mistaken belief that he could parlay his success in other fields such as politics.

Pancho Villa.. then Pacquiao 2nd.

For those of you that say Pacquiao definitively.. do your research first. Just because Manny has held various titles, does not mean he's better than all-time greats who fought much more often, against better opponents on a consistent basis.
