I would like to work for a firm that helps clients settle claims with the IRS for pennies to the dollar. Where would I find these companies and what position would I apply for?

In all honesty if you don't already know the answer to this question you're probably not qualified for the position.

FYI, any firm specializing in this type of service would be looking for CPAs, tax attorneys or EAs with experience in OICs.

There are a few around that work on that compensation basis but many have a minimum figure as a base.

Look for tax accountants. Ones that specialize in doing taxes and helping those who have been remiss in their tax returns (not filing, failing to declare etc). Many are listed in the yellow pages even. If not ask any independant accountant or accounting firm. Even many of those have a person who specializes in taxes or in handling tax problems for both corporate and personal.
