Run, don't walk, as far from this company as you can.

Have you read the terms?
They force you into contracts with third parties, such as cell phone contracts, etc.
The fees they charge are the worst I think I've ever seen for a super subprime credit card company.

Just a few quotes from their terms --

Total Initial Charge: $159.95

Once the membership package has been mailed, no refunds are made........

COLONIAL ALLIANCE's Membership fee is $17.95 per month for a total of $215.40 and is electronically debited annually in advance which means that the full $215.40 will be deducted all at once within 3 weeks of joining.......

If you want a secured card, do the online card selector for Orchard Bank, HSBC or Bank of America to see what they offer.
They will not pull a hard inquiry unless you actually apply for a card offer.

Beware. Read all the fine print. If you want to build credit get a secured credit card through a major issuer. If you were solicited for this card I would be very careful. My sister-in -law got jammed up for about $40,000 by not understanding the credit card she accepted. She had to re-finance her house to get out from under it.
