"Mongolian root rot"?

Question

I have heard this term for many years. I have tried to find out the exact origin of this, but to no avail. I have seen it explained in reference to a flakiness found around a portion of the human male genitalia (which is discredited) and also in reference to a tree root fungus found in certain climates in Mongolia. Does anyone know the true (and serious-no jokes) answer to this?
