'Vir justus' is about as close as I can get.

'Vir' means 'man', but more than just any man - it implies a person of courage, honor, and nobility. 'Justus' is complete - providing every element rightfully belonging.

That seems to be fit the thought.

"All man" is already (kind of) English, and it might mean "all the men" or "completely male," very different things both in English and in Latin. In Latin, of course, your phrase means nothing at all.
