Does anyone know if a Naval Officer can live or marry someone with a felony conviction? A friend of mine got into trouble when she was younger and now has a felony conviction. She has been dating her boyfriend who is an officer in the Navy. They want to move in together and eventually get married but when he first joined the Navy they did an extreme background check and he is worried the Navy will tell him that he cannot marry her. If you have any information on this please it would be appreciated.

depends on what the felony conviction was for. If it involved a weapon or domestic violence, she will not be permitted to ever live in Military housing. She may also be refused a passport.. which means she can't leave the country, which means if he gets orders OCONUS, she can't follow him.

if he has a certain level Security Clearance, it could be an issue.

While the Navy cannot order him not to marry her, there may be consequences if he does.

I hate it when people claim their situation is due to "a friend" when really it is themselves who they are asking for. Anyway, the answer to your question is YES, any Navy Officer can marry any girl he wants, but your question seems to be weird, you stated these 2 wanted to live together "OR" get married. My best advice to you is, don't get married just because you want to live with him, that's dumb & all for the wrong reasons. You marry a man because you love him. If you just want to "live together", he can get housing (apartment or house) off base with you.

Before a spouse can be a spouse in the military, they will do a background check on her. Yes, technically a Commander has to approve the nuptuials. Most of the time its no big deal. The best thing to do is for him to talk to his CO and/or Naval Intelligence for advice.
