you go to their website

They mail you the pass to put in your window and debit the credit card on file, like $50 bucks at a time, as needed. When you get low, they let you know they put more money on the pass

you have to open a account with a toll collecting agency near you. the EZ Pass unit comes free with the account. you don't have to live in the state you open your account in. the same account will work all over the USA.
