depends. If it's from social security, than it would be reported on that line, and would possibly be taxable, either 0, 50, or 85% taxable depending on other income. If it's a pension from the navy than that would go on line 16a, and it would be taxable.

Assuming that you are asking about the military retirement pay, no, that goes on line 16. The amounts in boxes 16a and 16b are the same as it is fully taxable.
