It was part of an interview shortly after 9/11. The bit you refer to was:-

Schroder:America is the only superpower in the world. It is nevertheless conscious of the administration in the USA that she needs friends and connections. Nobody can make alone politics. Think of the presence of Germany on the Balkans or in Afghanistan. That becomes among other things also clear to it that we notice tasks together. The USA know to appreciate our contribution in the fight against the terrorism. To that extent there is a fair partnership. But it became of little historical consciousness to witness, wanted one alliance between the United States and Europe to deny.
