First make sure system restore is enabled.
To do that go back to system restore and on the left it will say system restore settings.
Click on that.
Make sure the box that says 'turn off restore' is not checked.
If it is checked. Uncheck it then click on apply.

Why do you want to mess around with Restore Points unless you have to? Normally, we only restore if a problem was incurred - for example - a program was installed incorrectly.

I create a restore point immediately before installing a new program. When I am sure the program is all right, I go forward and leave Restore Points alone. If, however, installation did not go smoothly, I can uninstall and restore.
