You can say he's undercover and mooching off people. Bum denotes not working, and lazy. Hobo means traveling and making by the best you can. So if those were the only two choices, I'd call him a hobo before calling him a bum.

I concur--Claude is more of a "hobo" since he moves around at his own leisure.
It is highly likely we will meet Claude again in season 2.

Neither. He had worked with Bennett (HRG) before but left Primatech because he didn't feel right about what they were doing; but as a result, he was a fugitive (from Primatech). So he chose to live "under the radar".
