If the single Catholic gets dispensation, he/she can marry pretty much any type of Christian in a Lutheran Church (provided the Lutheran Church is willing).
In order to marry a divorced person, the Catholic would need his/her divorced fiance to receive a decree of nullity for the first marriage. Basically, this means filing paperwork with the Catholic diocese that proves that the divorced person is not sacramentally married to the first spouse. The legal marriage is acknowledged as having existed and been dissolved through a civil divorce proceeding, but because the Catholic understanding of marriage is that it is a sacrament, the additional step must be taken to prove that the fiance never had a sacramental union with the first spouse.
This can take some time if the couple lives in a diocese where there are many people applying for annulments, so they should get started ASAP.

If they intend to become Lutheran (which for a couple with those backgrounds, would be a very reasonable choice), or if they already have some sort of relationship with the pastor, then it may be alright. But if they just come in off the street and ask a Lutheran pastor to marry them, it's probably not gonna happen.
As was mentioned above, some more liberal Lutheran churches, especially in the ELCA, might do it.

To be recognized by the Catholic Church, the Methodist must have the first marriage annullled and the catholic must get a dispensation from the bishop to be married in a Lutheran church.

Everydaycatholic's answer is technically correct looked at through the eyes of the Catholic Church. However I doubt that the RC Church would grant dispensation considering the circumstances.
I am a Confessional Lutheran, and generally the tradition in our Churches (Missouri Synod, Wisconsin Synod, Lutheran Church Canada etc.) one of the Parties would have to be a member of that Congregation or at least that Synod. Possibly if a family member was a member of that Congregation, something may be arranged, but I doubt it. Our Clergy generally would not even participate in a wedding of a member in another denominations Church.
Possibly some of the more Liberal Synods would do it for money (ELCA).

Yep. Lutherans are (usually) very open minded. Call the pastor of the church in question and talk it over with him/her.
