chili in its original recipe might be called a chowder. remember chili is what it says chili from peppers not meat or beans. chili con carne is with meat. never put beans in a chili maybe on the side but not mixed together.

I think it's neither... chowders and soups are liquid based. Chili is meat or veggie based.
