You have to pick them out one by one with tweezers or else the hair will come back. You pansy

WAX!!! Go have it done at a salon by a pro because if you don't it can led to bleeding or a red chest that can hurt very bad. If you shave the hair will come back in a matter of days and look gray when starting to grow back. Waxing takes the hair from the root out.
Warning- Your first waxing is going to hurt a little

Waxing is probably going to keep your chest hair-free for a longer period of time. The bad thing about waxing is that there's a possibility that you could develop problems including:

skin irritation and bumps;
folliculitis (blocked hair follicles that causes painless red bumps);
staph infection;
ingrown hairs.

Shaving won't last as long and it can also cause irritation and ingrown hairs. It's a myth that shaving causes hair to grow in thicker or more often.

I actually like a little hair on a guy's chest :) BUT if you're going to get rid of it, I'd definitely find salon or spa to wax it for you so you can just lay back and get it over as quickly as possible, because they know what they're doing. If you have back hair, that should go too because I have yet to find a woman that is attracted to back hair.

And for the guys that say its painful - it is - but girls have it A LOT worse imagine your hair down-south being ripped out by the root - it's not a picnic for us either.

Waxing is best because it lasts a lot longer than shaving, but it does hurt a lot more too. And you won't get ingrown hairs like you might with shaving. But it is more pricey if you want to get it done professionally.

so neither are really that good and neither obviously are permanent

Waxing lasts a little bit longer then shaving and in most cases you will not get a rash

NOTHING GOOD could come out of shaving ... all its going to do is make you itchy and even MORE hairy!!

The best route to go would be laser but it can be costly and time consuming

Shaving your chest hair doesn't hurt where as waxing will.
The waxing effects will last MUCH longer than shaving.

Wax if you like torture, shave if not, or don't do it, even better.
Consider reducing it without going skin smooth with an electric barber razor with a spacer on the head.

If you shave= it will feel fine for a day or 2 until the hair starts growing back... then it will itch a lot when the hair is growing back, and the hair will feel prickly...(you might get razor bumps)
If you wax= it will hurt when you're doing it... (depending on what your pain tolerance is it might hurt a LOT or it will just hurt) you wont have hair for a week+ and it wont itch when the hair is growing back. (you might get ingrown hairs)

if you shave then it will still be prickly and you would have to do it often. but far less painful. watch the 40 year old virgin... it might change your mind on the wax. lol. try lazer hair removal... then you wont have to worry about it anymore.
