You can't start to diagnose anything on these vehicles until you scan the PCM to find out the codes that are stored which cause the check engine light to come on. A lot of times the cruise control will be disabled due to the PCM's program. Or what could be seen as a problem to the PCM is also an input for the cruise. The other part would involve there being two problems. Get the PCM scanned first and that will tell you where to start. Good luck.
