I'm in favour of allowing cats outside if the local environment is relatively safe, but I'm afraid your area sounds too dangerous for a cat to me. If I knew that predators of cats lived locally, then I definitely would not take the chance of letting them out.
As you have two kittens, they will make good playmates for each other, and this will help keep both of them physically and mentally fit. An indoor cat won't get fat unless you feed it too much. The web article below will give you advice on how to keep an indoor cat fit and happy.

Since cats can be 100% completely indoors, I don't know why you feel they need to be exposed to all those dangers outside.
Fishers and martins kill cats. Bears probably would not, but where there are bears there are also usually coyotes who will gladly eat any small housepet they come across. We're having trouble with coyotes going after even medium sized dogs like cocker spaniels here in this city---a cat doesn't have a chance against one.
Keep yours inside. There's no reason to endanger a pet especially when you KNOW something outside can and will kill them for food. It's a no-brainer.

You should neuter/spay the cats so that they don't try to go outside all the time. For exercise you should play with them or let them out in the backyard etc

Why don't you try to buy them toys that will help them excercise? like catnip mouses? They're very cheap. or get a string hanging with feathers on the tip for them to play with? old carton boxes are perfect for cats, they love to trim their nails on it. Also, buy cat treats, call them to get their treat at different hours so they stay close to the house, and make sure they don't wander beyond your fence. Sometimes cats go beyond their boundaries because they want to have fun things to do. with a little of imagination and old stuff, you can make a good playground for cats. About the wild animals, make sure you have a good fence too keep them out of your property.
P.S. cats like balls too, just get plastic balls and fill them with catnip or treats for them to play with.

i don't let mine go outside. i used to let him out during the day but once he got hurt by 3 dogs & i had to take him to the emergency vet. once he got really sick (URI) & had to be at the vet for a week.
if you make a point to play with them everyday they will get enough exercise. also, if you have more than one they will play with each other & get exercise that way. one of my cats plays fetch, she's very trim!! get them lots of toys, scratching posts, things to climb & play on. engage them with the toys frequently. they'll get enough exercise & won't risk getting eaten!!
you could build a pen for the cats outside... i had one at my old place, attached to the side of the house with access via a cat door. it was made from small chicken wire so that no animals could get through, but the cats could play with bugs & be outside.

on average inside cats live a lot longer than outside cats, and you never have to worry about fleas or worms or predator attack. Inside cats are very happy to stay inside, they really don't miss out on anything, especially if they have a window to look out of.

no, if you think something is going to get them, why put them in that position. If you want outside cats, then that is the risk you run. If you want your cats, keep them inside.

If you have a fence you could install the coyote roller, then you could let your kitties out to play and know that they cant get out and nothing else can get in.

That is your decision but if they are outside cats they could get more diseases and stuff. They could get eaten, killed, get fleas, tapeworms, and other worms and diseases.
