English is my secon language, so maybe im more suitable for the answer.
The fastes way is getting a Girlfriend! thats it! and tell her to correct you everytime that you said something wrong practice with her, like for 2 hours everyday. (this will improve your grammar, and pronunciation)
Also listen to the radio and try to sing along, get the lyrics read them and everytime you listen to the song try to go with it( this will improvised the relation between your mind and mouth)
Buy a book, (easy reading book), there are a lot, the first book in english i read and liked was 'hanging on to max'
Is a slow proces, i have been in the us for 5 years and my english is good. I could get rid of my accent but i like it ( chicks digg it too) :) .
I have come to the conclusion it goes like this
1. Try to understand what people say ( it would take you a while and you will feel tired everytime your mind goes in english understanding mode)
2. Dont answer with yes / no ( i know sometimes people dont understand you and you say something fast just to get it over with, thats not the answer. Practice tell the person that your english is not very good and to please speak slowly)
3. It takes a while for your mind to get the connection with your speech. just keep practicing it will get there.
4. If you really want to improve in english , stop hanging out with people that speak your native language( i know it sounds wrong but it will help you in the long run)
English is an easy languange but really hard to pronounce. Patience is the key.

Buy some tapes that has someone saying words/phrases in English then translating them. Buy a book. Look on the internet. Take a class.
And if you don't know English too well, you may not want to ask this on an English Yahoo! Answers.

Join a class if you are not already attending one. To speak fluently, you need to speak the language as often as you can with some one who can help you. Tune into the BBC, watch BBC World (English accent is better than any other you can pick up), practise and practise. And if you can spend some time in England, it will help.

You can speak English very WELL if you practice all the time. Find someone who speaks it, and have frequent conversations with them.

They have adult classes in most cities to help people learn english and to speak it properly. I am assuming you know enough to be able to read this.
