Since the Bible traces Jesus' lineage through his mother back to King David who definitely was Jewish, no, it is not true that He was a settler in Israel. He came from the "chosen people" through God as the messiah for whom they were waiting. But because he was not a political ruler or a leader in battle (as the Jews expected of the promised messiah) they did not recognize nor appreciate Him.

At the time when Jesus lived, Rome ruled most of the known world including the area in which Jesus was born, lived, died, and rose from the dead.
There was no Israel. Remember Israel broke into two kingdoms after the death of King Solomon.
Jesus grew up in northern Galilee.
Jerusalem was in the southern Judea.
Samaria, the land of the Samaritans, was in between the two.
After beginning his ministry, Jesus was kind of a wandering teacher going back and forth between Galilee and Judea. He never settled anywhere.
