It really bugs me. It's very distracting. I don't know if it's a nervous tick, a side effect from a drug, or just his personality but it's like being on a boat back and forth, back and forth. Ughhhh. How can I deal with this?

They are probably afflicted with some kind of disorder. Perhaps a mild form of autism. If it bugs you, ask to move to a different area of the office.

Ask to be moved to a different part of the office. Rocking back and forth is indicative of several disabilities that cannot be helped.

Tell her that munching on ice is bad for the teeth and can crack them and they'll fall out and make her look old and decrepid! Seriously, if it really is a problem, check the employee manual, if you were given one when you were hired, and see if there is a section in there on "etiquette in the work place". I would suggest if that be the case, you ask your suprivisor to perhaps have your desk moved or have them talk to her about the annoyance. Let them know it is disrupting your concentration. Good luck with that!

Well, I admit I'm a "rocker" when in meetings. Most of the time, in swivel chairs especially, it's very very easy to just "move" or "rock" back and forth in the chair. For me the movement is more therapeutic, as I get antsy if I sit for long periods of time.

I also had a boss who did this routinely. When I asked why, he told me it was was merely exercise for his legs while sitting down.

I don't know if this will work or not.
But you might start rocking back and forth yourself and see if he/she realizes how irritating it is, and maybe it will at least get them to stay away from you.

Next time you catch him rocking back and forth, start rocking sideways.
