i am the policy holder but if i decided to put a second driver onto my policy can the insurance company decline them or do they have to take them?

it's within there right to denied them. there the ones who has to pay out if some idiot creates havoc. good luck

It shouldn't be a problem, unless for some reason the insurance company sees them as a huge liability. Adding a driver will make your rate go up, depending on the other person's driving record and age. But outright rejection isn't likely unless, say they have a history of mulitple DUIs and accidents.

Yes, they certainly can. It's their insurance to offer and if they feel the second driver on your policy is too great of a risk, they can deny coverage.

You are asking the insurance company to accept a risk (real or assumed). They decide whether to accept it or not. They like to collect premiums so they would probably have good reasons if they refuse to insure someone.
