Is it better to do 13 sets of a weaker weight or 6 of a higher weight?

It depends on your goal. If you are trying to tone, try a light to medium weight and do a lot of reps (like 10-12) and do 3-4 sets of those.

If you are trying to bulk up a bit, try a heavy weight and do a few reps (6-8) and only 2-3 sets of those.

Do more sets/reps of a lower weight for definition and endurance, and fewer reps/sets of a higher weight for more strength.

it depends what you want. Lower weight/more reps will help tone your muscles. Higher weight/fewer reps will help increase strength and the size of your muscles.

Don't forget to add cardio and nutrition.
