It counts in every state. Pay the damn tickets.

That would depend on the state you are moving to, and what you tell the department of transportation at the new state. A lot of states have a "reciprocal" agreement, meaning that they tell each other about the driving habits of people in their state. If you go to the new state, and start off fresh, taking a written test, and a drivers test, chances are that no one will know who you are and were you last drove. You can tell them that you had a license in Mississippi, but it lapsed, and you went to England for two years, then returned to the new state that your in now. Obviously, Mississippi wouldn't have a record of your drivers license, since you never had one there, nor would England, and with a two year lapse in any state drivers license, the computer would purge those records anyway. Of course, if you live in a reciprocal state, and tell them that you had a license in Florida, consider yourself suspended in the new state as well. Why not pay the fines, and get your records up to date instead?

Pay off the tickets before you leave. If you take another drivers test OR try to get your Florida license transferred to the new State, you will be asked if you have ever had a license in another State. You will be signing a paper that certifies the info to be true. Think of the consequences of signing and lying.

You need a valid driver's license to get another license in a different state. So yes it does count. If you are smart you will take care of the problem before you move or you will have to do it long distance and it can become costly with the aid of an attorney.

It used to be where states only look in connecting states but, now they look at all of them. So, to answer your question, yes.
You will be made to clear up all fines in florida before another state will license you.

You will have to pay your ticket fee in Florida before most other states will allow you to get a lincese there. It depends on their databases.
