Crap:
1.Sailor food ration: One can of beans a day
2. A naval base was without electricity because they couldn't pay the bill.
3. Many weapons don't have computer guidance requiring manual firing solutions (aka done by hand or from a book).
4. A half finished cruiser was sold to China because the government ran out of money to finish it. China didn't even want the ship to be armed.

On a side note, the British fleet has been downsizing too. There are complaints that Norway now has a bigger fleet than Britan.

The Russian Navy is not even a hint of what they formerly were. The government does not spend the money on its military as a whole like they use to. The Russian Navy has become strictly a brown water navy, meaning they cannot sustain or support naval operations outside of their territorial waters. So to answer your question the Russian Navy is not a worry. Organized or not, their equipment couldn't help them do much outside their 12 nautical mile terroritorial waters.

The Russian economy just about bankrupted itself during the arms race, and one particular cause was the upkeep of the navy; particularly the VERY expensive fleet of over 100 nuclear submarines. Most of these are now rusting hulks in shipyards.

True, however, one nuclear submarine with multiple warhead missiles is a force capable of destroying life on this planet. We're all in big trouble if the Russian mafia or some crack pot leader decides to turn one loose on us.
They still have them.

With a capital "C". The stuff the Russian armed forces are using in all of their services is junk. Their most effective weapon are the RPG's in Iraq.
