If a dog is a free whelper, what dose that mean?

I see that on breeders sites and don't have no idea what it means.

It means the dog has been used for breeding. A proven producer of pups. It could aslo mean she has not had a c-section too.

"Free whelper" means the dog whelps on her own, and doesn't require c-sections.
