So how does this work? If you get hit by someone, or you hit someone, who has to pay what, if at all? Do you get a state fine for having no ins?

Just wanted to let answerer #1 know that insurance question have nothing to do with how long I've been living. If I've never had or tried to get insurance (or been in an accident) how would I know anything about it? My mom has it for her car but she's really not helpful. And FYI this question was more so I'd know the other persons position if I was ever hit by an uninsured driver.

Actually its even faster then many of the above answers indicate.
In California, as in many other states, the insurance companies report directly to the DMV regarding insurance. If your vehicle is NOT insured you are denied registration or your current registration is suspended. (They make this easy for you.. you get the notice by mail but its just as solid.)
So... if you are spotted for any reason... say yuo have a broken tail light. The following will usually happen after you are pulled over
1) Ticket for broken tail light
2) Ticket for no insurance
3) Ticket for driving an unregistered vehicle
4) The car will be towed (because you can not drive an unregistered vehicle - ESPECIALLY an uninsured unregistered vehicle.
5) You will get to meet the happy people at the impound yard AFTER you come up with insurance for the car and re-register it (that will take a couple of days at around $40 a day plus the tow fees)
6) Eventually your license may be suspended for some period
7) Driving without insurance (or a license) has a hefty fine...the first time and I think a really hefty fine plus jail or community service the second.. but hey... you might have Paris or Lindsy as a cell mate so that is a possible plus... more likely, however your new roomie will be named Bubba.
And all this possible without even having an accident....

You get a ticket for not having insurance. Does not always apply to an accident either. Where I live, they have check stations set up at different times of the year. When you stop, they ask for Drivers license, and proof of insurance. They can make you leave the vehicle if you have no insurance. If you have an accident that is your fault, you could spend the rest of your life paying for it.

It doesn't work. You never can predict when/where an accident will occur. That's why they are called accidents. If you are driving without insurance, you are not only breaking the law, but you are exposing yourself (and if you're a minor - your parents) to a possible lifetime of financial disaster. Heaven forbid you should cause an accident resulting in serious injuries or death. You will be sued and you (or your parents) could end up paying for it for the rest of your lives. Hundreds of thousands of dollars in damages and pain and suffering. It's much better to pay for insurance than to risk it.

If you are hit somebody then it doesn't matter if you have insurance or not, they will still cover you. However if you hit somebody, you are still fully liable for all damages that occur, so you would have to pay out of pocket.

If you get hit by someone, their insurance pays for your damages, but you'll probably get a hefty fine, possibly jail time depending on your state.
If you hit someone, the driver and/or their insurance company will sue you for the damages and any injury they suffered. You'll will most likely have your license suspended and possibly jail time.

It depends on where you live.
If you get into a wreck, you are responsible to pay damages to the other person.
Usually the state just requires you to show proof that you have gotten insurance - but you might get fined for doing whatever you did to cause the wreck (running a red light, speeding, etc)

In most states, you will get fined & arrested for no insurance, and if you get sued, you could lose any personal assets you own. Only losers drive without insurance.
