Allergies, my friend. Allergies.
Take some antihistimine like Benadryl. You'll feel much much better. Don't scratch. It will make it worse.

It can be caused by many things, but the most common reaction is due to alergic response to some kind of food, drink or flowers.
If you have this puffiness after waking up in the morning it is most likely caused by food alergens.
Avoid any spicy food, drink more water and take some proffesional advice for a good antialergic pharmaceutical.
If you are old enough to think about a high blood pressure, check the issue with your family practitioner.

Could be allergies...Try taking an antihistamine, like Benadryl, or a non-drowsy allergy medicine like Tylenol Allergy & Sinus...Prescription medication would work too...The best out there, from what I've read, and actually tried is Zyrtec. The only thing is...it can cause drowsiness...The best I say I use is the Tylenol Allergy & Sinus. You can buy that at Walmart, or Target!

You put the question under allergies so I guess you already think that it could be an allergy.
For now just get a clean towel and wet it and apply lightly to the area. Or you could get an ice cube and wrap it in a towel and just dab it under your eye.
And a visit to the doctor is a must!

Yep, sounds like allergies...Take some OTC allergy medication and wet a wash cloth with warm water and place it over your eyes and relax...that seems to help me.

maybe you don't get enough sleep?
if that's the case, try to get as much sleep as possible.
It could also be an effect of allergic rhinitis(sp?).
