I think it's happening all the time, either orchestrating, or just letting it happen. Of course 911 is the prime contender for modern times.

Actually, there is serious debate as to whether or not he orchestrated it, or just took advantage of it....

i believe nero blamed the burning of rome on christians, and then procedeed to kill them en mass. i don't know that he started the fire, but he sure used it to his own political ends.
